DESERT RENEWABLE ENERGY CONSERVATION PLAN

A desert landscape scene. For Renewable Energy In The Desert, A New Beginning (The Desert Sun, 10/13/14) For six years, state and federal officials have worked on a sweeping plan that would promote renewable energy development while protecting California's pristine and largely undisturbed landscapes. http://ow.ly/CPlk1

Energy Plan's Burden on Landscape Worries Critics
(The Desert Sun, 10/11/14) The vast majority of the acres designated for renewable energy under the draft Desert Renewable Energy Conservation Plan wouldn't actually be developed. But some environmental groups question whether the desert is being asked to carry too heavy a burden. For the four agencies that worked on the plan the goal was to give energy companies ample breathing room to develop at least 20,000 megawatts of renewable energy in California's deserts... http://ow.ly/CS8g3

The United States does remove Lawrence D Wohlers (1955-) from The
United Nations as Deputy Head of "New" UN Central African Republic is
beyond the intent Article 1 Section 5 of The United Nations Charter "

"Diplomat Laurence D. Whohlers".
Foreign Service officer
State of Residence: Washington

Ambassador Extraordinary and Plenipotentiary (Central African Republic)
Appointed: August 9, 2010
Presentation of Credentials: October 30, 2010
The diplomatic mission is headed by Ambassador Laurence D. Wohlers, a
career diplomat. The deputy chief of mission is Brennan M. Gilmore.
The embassy temporarily suspended operations on December 28, 2012, as
a result of the security situation in the country.

Here are the key findings from the OIG report:

The Department of State's (Department) inability to staff Embassy
Bangui adequately has prevented it from functioning as an effective
mission.
Embassy Bangui, a 15-percent danger pay post, faces numerous threats
If the Department cannot adequately staff and protect the embassy, it
needs to consider whether the risks to personnel in Bangui are
justified or find another way to maintain diplomatic representation in
the Central African Republic, such as regional accreditation from a
nearby embassy.
Post leadership has not developed a sense of team and unity of purpose.
Embassy reporting is excellent and appreciated by Washington consumers.
Embassy Bangui is unable to provide sufficient administrative support
in house and would benefit from more support from larger embassies in
the region.
Information systems security and management is inadequate. There is no
U.S. direct-hire information management employee at the embassy, and
temporary support does not provide sufficient oversight.

BAN NAMES US DIPLOMAT WOHLERS AS DEPUTY HEAD OF NEW UN CENTRAL AFRICAN
REPUBLIC MISSION
New York, Apr 25 2014 7:00PM
Secretary-General Ban Ki-moon today appointed Laurence D. Wohlers*
(Denotes Pending Release from The United States) of the United States
as Deputy Special Representative of the Secretary-Genera for the
newly-created United Nations Multidimensional Integrated Stabilization
Mission in the Central African Republic (MINUSCA).
Mr. Wohlers has extensive experience in international affairs,
specializing in conflict management, governance and cross-cultural
communication, and most recently, he served as the US Ambassador to
the Central African Republic (CAR) from 2010 to 2013.
He has served in numerous diplomatic postings across Africa, Asia and
Europe, as well as in Washington D.C., including as Minister Counselor
for Political Affairs at the US Mission to the European Union in
Brussels from 2006 to 2008 and Minister Counselor for Public Affairs
at the US Embassy in Moscow from 2003 to 2006.
On 10 April, the UN Security Council approved the establishment of
MINUSCA, which will be a nearly 12,000-strong UN peacekeeping
operation focusing on the protection of civilians and facilitating
humanitarian access in war-torn CAR.
The new mission will take over the responsibilities of the African-led
International Support Mission, known as MISCA, and, as from 15
September 2014, will initially comprise up to 10,000 military
personnel, including 240 military observers and 200 staff officers, as
well as 1,800 police personnel, including 1,400 formed police unit
personnel and 400 individual police officers, and 20 corrections
officers.
